The case for upgrading a road to motorway standard would depend on the particular circumstances of the route in question. Among the main factors considered, we include the likely cost, the forecast volume and type of traffic, the position of the road in the network, the likely economic and environmental benefits, assessment and suitability of adjacent land, the availability of alternative routes for vehicles not allowed to use motorways, and the need for alternative access to fronting properties.
