asked the Secretary of State for Trade and Industry what measures of deregulation his Department has achieved during the year 1983–84; and what his plans are for 1984–85.

Changes in the regulatory framework are one means of achieving greater competition, which is one of my Department's principal objectives. Specific deregulatory measures include the plans, set out in the White Paper on films policy published on 19 July, to deregulate the film industry as soon as possible; and proposals published today to exempt next year many low-power radio devices from the present licensing requirement. Changes in the regulatory framework for telecommunications, established by the Telecommunications Act 1984, and for financial services, to be published later this year, will encourage further liberalisation and competition in these industries.
