asked the Secretary of State for Education and Science what arrangements are to be made to coordinate the planning and funding of provision in voluntary and local authority colleges; and if he will make a statement.

When the national advisory body is reconstituted with effect from 1 February 1985, on which I announced my decision separately today in reply to a question from my hon. Friend the Member for Nuneaton (Mr. Stevens), its remit will be extended to cover voluntary as well as maintained colleges and its title will be changed to the national advisory body for public sector higher education.

In order to facilitate the process whereby NAB will advise me on the planning and funding of voluntary colleges, I have established the voluntary sector consultative council with terms of reference as follows:

  1. 1. To provide a means of expressing an authoritative view for the Colleges listed at 5 below ("the Colleges") on their needs and aspirations.
  2. 2. To consult with the Secretary of State on the overall level of capital and recurrent funding for the Colleges and the aggregate of academic provision to be made by them, as well as on any matter of policy arising out of their position as Colleges directly grant-aided by the Department.

  4. 3. To advise the NAB on the level of funding for and the academic programmes of individual Colleges within the overall level of funding and aggregate academic provision determined by the Secretary of State in the light of 2 above.
  5. 4. To raise directly wih the Secretary of State any issue of principle raised by advice submitted by NAB touching the Colleges (it being understood that advice on the programme of an individual College would not normally be seen as raising issues of principle).

5. The Colleges referred to above are:

  • Bishop Grosseteste College
  • Chester College
  • Christ Church College
  • College of Ripon and York St. John
  • College of St. Mark and St. John
  • College of St. Paul and St. Mary de la Salle College
  • Derbyshire College of Higher Education
  • Homerton College
  • King Alfred's College
  • La Sainte Union College of Higher Education
  • Liverpool Institute of Higher Education
  • Newman College
  • Roehampton Institute of Higher Education
  • St. Mary's College, Twickenham
  • St. Martin's College
  • Trinity and All Saints' College
  • Westhill College
  • West London Institute of Higher Education
  • Westminster College, Oxford
  • West Sussex Institute of Higher Education

I have appointed the following persons to serve as members of the VSCC for a period of three years:
