asked Her Majesty's Government:

Whether they will introduce a Clean Air Bill to control emissions that cause acid rain, and, as an earnest of their intentions, whether they will now join what is known as the "30 per cent. Club".

The review of existing air pollution control legislation on which the Department of the Environment is engaged will consider, among other things, the adequacy of existing powers to control emissions. The Government expect to secure further reductions in sulphur dioxide emissions to a reasonable timescale, in addition to the substantial reductions already made; but we do not consider that a precise commitment of the kind involved in the "30 per cent. Club" is appropriate or necessary.
