Why biscuits containing non-dairy animal fats and vegetable fats as well as butter are permitted to be described and advertised as "butter shortbread".

There are no legal compositional standards for butter shortbread. It is possible for fats other than butter to be used in such a product but the product would need to be sufficiently characterised by butter to avoid misleading the purchaser and thus offending Section 6 of the Food and Drugs Act 1955 and the Food Labelling Regulations 1980.
