asked Her Majesty's Government:

What steps they intend to take to obtain reciprocal trading arrangements with those countries who exclude our imports by excessive tariffs or by direct refusal to grant import licences.

Her Majesty's Government believe it is in the best interest of the United Kingdom as a major trading nation exporting about 30 per cent. of its GDP to support the multilateral trading system through its membership of the GATT. This implies a readiness to keep our market as open as possible. But we are ready, together with our Community partners, to press other governments to remove barriers which inhibit our exports. The United Kingdom also takes all appropriate steps to see that its GATT rights are upheld.
