asked the Secretary of State for Foreign and Commonwealth Affairs what discussions he had with the Soviet Foreign Minister about Soviet implementation of the Helsinki agreement during his visit to Moscow.

As my right hon. and learned Friend told the House on 4 July, at columns 318–28, he emphasised to Mr. Gromyko the widespread and deep concern in the West that the Soviet Union was failing to honour its commitments under the Helsinki and Madrid agreements. He told Mr. Gromyko that this represented a real obstacle to the creation of lasting trust between East and West.
