Mr. Bermingham

asked the Secretary of State for Social Services if he will set out a full breakdown of the number of patients in each of the special hospitals who are awaiting transfer to National Health Service hospitals by age, sex, time waiting, hospital in which they are currently treated, health region to which they are awaiting transfer and classification of mental disorder under the Mental Health Act 1983; and if he will make a statement about the problems and progress so far.

The information for each of the four special hospitals as at July 1984 is set out in the following tables by reference to the NHS region to which transfer is being sought, with a separate table for patients awaiting transfer to the Eastdale unit.

Over 120 patients can be expected to leave special hospitals each year on transfer to local NHS hospitals. In both 1982 and 1983 approximately 60 per cent. of those awaiting transfer moved within six months of being placed on the transfer list. But local hospital consultants do not always agree that the patient is ready to leave the special hospital so that in some cases negotiations for the transfer are more protracted. Moreover, even when a transfer has been agreed in principle, there can be a wait before a suitable bed becomes available.

The Department has held a number of meetings in NHS regions to discuss with those concerned locally problems which can arise concerning the placement of mentally disordered patients, including those in special hospitals, and ways of overcoming the difficulties associated with their placement in the NHS. Meetings have also been held with representatives of social services departments to discuss problems associated with the movement of patients out of special hospitals.

The transfer of patients from special hospitals is a continuous process and our aim is to keep to a minimum the length of time a patient must wait after it has been decided that he or she is ready for transfer.

The Eastdale unit serves a national purpose and takes male patients from all four special hospitals. Of the 12 patients currently awaiting admission, four are from Broadmoor Hospital and eight from Rampton Hospital. The above figures are not included in the Trent Regional figures contained in the main tables.
