In both 1982 and 1983 approximately 60 per cent. of those awaiting transfer moved within six months of being placed on the transfer list. But local hospital consultants do not always agree that the patient is ready to leave the special hospital so that in some cases negotiations for the transfer are more protracted. Moreover, even when a transfer has been agreed in principle, there can be a wait before a suitable bed becomes available.
The Department has held a number of meetings in NHS regions to discuss with those concerned locally problems which can arise concerning the placement of mentally disordered patients, including those in special hospitals, and ways of overcoming the difficulties associated with their placement in the NHS. Meetings have also been held with representatives of social services departments to discuss problems associated with the movement of patients out of special hospitals.
The transfer of patients from special hospitals is a continuous process and our aim is to keep to a minimum the length of time a patient must wait after it has been decided that he or she is ready for transfer.
