What payment is made to prisoners transferred from one of the dispersal prisons under the provisions of Circular Instruction 10/74 in lieu of earnings, and whether governors of the local prisons to which they are transferred have any discretion to vary the amount.
§ Lord EltonPrisoners transferred in these circumstances are, at the outset, normally paid the basic flat rate (current 116p per week). Governors may authorise a reduction of this sum for breaches of discipline.
