asked the Secretary of State for the Environment on what dates he intends the Housing and Building Control Act 1984 to become operative.

With the exception of those provisions specified in section 66(2), the Housing and Building Control Act will come into force on 26 August 1984.

Certain parts of the legislation will have no practical effect until such time as regulations are made: in particular, most of parts II and III of the Act—building control—and section 28—the right to repair. We intend to bring recast Building Regulations and Building (Approved Inspectors etc.) Regulations into operation in early 1985 following further consultation. Consultations are also to take place shortly on draft right to repair regulations.

Sections 42(2), 56(2) and 57(2) will be brought into force by commencement order to coincide with the commencement of the recast Building Regulations. There are no immediate plans to bring section 58 into force. The provisions specified in sections 66(2)(b) and (c) are consequential, and will be brought into force at the appropriate times.
