asked the Secretary of State for Energy what was the total expenditure by Government on their energy conservation programmes, by Department, for each financial year from 1979–80 to 1983–84; and what is the estimated expenditure, by Department, for 1984–85.

It is not possible to give comparable figures across the Government for expenditure on energy conservation in different years. Specific allocations for energy conservation work in health, education and local authorities ceased after 1981–82. There were also changes in expenditure between departments during this period. For example, the Ministry of Defence took on expenditure previously attributed to the Department of Environment in 1983–84. The figures for my own Department are as follows:

Mr. Gerald Howarth

asked the Secretary of State for Energy when he plans to issue the Building Research Establishment report which examined the cost-effectiveness of energy conservation measures not currently covered by the Building Regulations.
