asked Her Majesty's Government:

When they expect to announce the establishment of the Cable Authority, and when they estimate that authority will be in a position to accept applications for licences to operate cable systems; and

What are the procedures and timetable for applications to be submitted to the new Cable Authority following enactment of the Cable and Broadcasting Act.

My right honourable friend the Home Secretary hopes to be able to establish the authority before long. It will be for the authority to determine its own procedures and timetable for applications, but it is too early to say when it will be ready to accept applications.
