asked Her Majesty's Government:

What steps they are taking or planning (other than the Assembly) to ensure full and fair representation in all the processes of direct rule for both main traditions in Northern Ireland.

The Government will continue to maintain close contact with political and other community leaders of both traditions who reject violence so that proper account can be taken of their views. These and other interested groups are regularly consulted on most proposed legislation for Northern Ireland. The Northern Ireland Assembly, however, provides the best means for a local, democratic input to the processes of direct rule.
