§ Mr. Buchanan-SmithThe Building Research Establishment has recently prepared for the energy efficiency office a study on the draught-stripping of existing windows. That study was the first stage of a programme of work on energy efficiency in buildings. It would be inappropriate to publish it now without the results of further studies to which it will be contributing.
