§ Mr. BrookeThe Government's expenditure plans for the next three years allow for the maintenance of a 40 per cent. level of participation of three and four-year-olds in school, the highest level ever. Both the extent and the form of that provision—whether in nursery schools, nursery classes, or infant classes—are matters for local authority discretion.
