asked the Secretary of State for the Environment when he will be replying to the right hon. Member for Manchester, Wythenshawe's letter concerning the implications for other local authorities and, in particular, Manchester, of the extra financial help given to Liverpool city council.

I can find no trace of the letter to which the right hon. Member refers. Liverpool city council has received no special concessions from the Government to enable it to settle its 1984–85 budget. It continues to face the same financial disciplines as all other local authorities, including Manchester.
