Mr. Craigen

asked the Secretary of State for Scotland if he will give the average loan charge per local authority dwelling in each district from 1979–80 to 1984–85.

Mr. Craigen

asked the Secretary of State for Scotland if he will give the total level of loan charges for Scottish local authority housing revenue accounts; and if he will estimate the effect of a half per cent. 1 per cent., and 2 per cent. increase and decrease in interest rates on these loan charges.

The main component of loan charges on the HRA is interest charges, the other components being redemption of debt and loans fund expenses. For the purpose of the HSG settlement for 1984–85 an average interest rate of 10.2 per cent. was projected and the application of this rate gave an estimated total loan charges figure for all Scottish local authority housing revenue accounts of £389,518,193. The effect on total loan charges of changes in the interest rate is as follows:
