§ Mr. David Atkinsonasked the Chancellor of the Exchequer why the duty-free concessions for air crew are different from those allowed for all other travellers coming into the United Kingdom.
§ Mr. HayhoeDuty-free allowances for travellers coming into the United Kingdom are governed by Community legislation, which lays down the maximum allowances to which international travellers are entitled. 131W The legislation specifically permits member states to set lower limits to the allowances for crew members of international transport. This provision reflects the widely held view that since in general crews have more opportunity than ordinary travellers to take advantage of the allowances the amounts available to them on any one occasion ought to be less. Like other member states of the EEC the United Kingdom accordingly sets lower levels of allowances for air crew members than for ordinary travellers.
