§ Mr. WaldegraveIt would not be appropriate to appoint a day for the coming into operation of section 1 of the Control of Pollution Act 1974 until the bulk of waste disposal plans required under section 2, have been completed. To date, about half the waste disposal authorities in England have either completed their plans or are at an advanced stage with their preparation: I would urge the remainder to make progress with their plans as soon as possible.
