§ Mr. John MacKayIt is not possible to say with any certainty how quotas will affect dairy cow numbers. The response of dairy producers will vary according to individual circumstances and some may be able to reduce their milk production to meet the quota without reducing the size of their herds. In many cases producers will also wish to consider whether their initial provisional quota might be increased on the basis of a special case claim under the draft regulations now before Parliament.
