§ Sir John Farrasked the Secretary of State for Trade and Industry, in view of the fact that Portugal is not observing existing voluntary restraint arrangements in respect of textile and clothing exports to the United Kingdom, if he will make use of the safeguard clause in the agreement on export limits already negotiated.
§ Mr. FletcherA meeting between the Portuguese and the Commission was held last week at which it was made absolutely clear that the Commission and the United Kingdom Government view seriously over-shipment of the restraint levels, especially from a potential member of the Community. It was also made clear that adjustment of the restraint levels that had been agreed for 1984 would be necessary to take account of those over-shipments. The Portuguese have outlined proposals for strengthening their export administration which, it is hoped, will lead to beater observance of the agreement. We shall watch this matter closely and review the need for safeguard action in due course.
