§ Mr. FletcherAll other member states, apart from the Netherlands, impose restrictions of varying degree on the writing of direct insurance on a service basis, although there is effective freedom of establishment. A liberal regime for insurance services is one of the Government's priorities and we do all we can to this end both in European Community negotiations and in our bilateral contacts with other member states.
