§ Mr. RifkindWe share many of the sentiments expressed in the resolution, including its welcome of the positive achievements of the Madrid CSCE meeting. Any role the Council of Europe may have in gathering and disseminating information about the implementation of the Helsinki and Madrid agreements will necessarily have to be commensurate with the resources available to the Council.
