§ Mr. RidleyI am consulting the local authority associations about the future of the transport supplementary grant. I have arranged for copies of the consultation letter to be placed in the Library of the House. The basis of my proposal is that the TSG in England should from 1985–86 be confined to capital highways expenditure of more than local significance. Other forms of local transport expenditure will be supported through block grant; and certain major public transport schemes may exceptionally merit special support.
