§ Mr. Forthasked the Secretary of State for Foreign and Commonwealth Affairs if continuing Spanish membership of the North Atlantic Treaty Organisation will be a condition of Spanish membership of the European Economic Community.
§ Mr. RifkindNo. We fully support, independently and on their own merits, continuing Spanish membership of NATO and membership of the European Community.
§ Mr. Forthasked the Secretary of State for Foreign and Commonwealth Affairs if the elimination of Spanish import levies and quotas on motor vehicles will be a precondition of Spanish accession to membership of the European Economic Community.
§ Mr. RifkindSpain must eliminate on accession all tariffs and quotas on intra-Community trade subject to any transitional measures that may be agreed. We are pressing in negotiations for transitional arrangements which ensure that the highest Spanish tariffs, including those on cars, are reduced as rapidly as possible after accession.
