§ Mr. Chris Patten[pursuant to his reply, 3 July 1984, c.146]: It is the practice of the board to facilitate staff associations whose objectives and activities are consistent with the general welfare of board employees. Individual insurance schemes and other services provided for members are matters for the association concerned and not for the board.
