asked the Secretary of State for Employment whether he is satisfied with the progress being made by the Skillcentre Training Agency towards operating on a cost-recovery basis; and whether he expects the maximum subvention of £24 million in 1984–85 to be required in full.

As I said in my reply to a question from my hon. Friend the Member for Ribble, South (Mr. Atkins) on 28 June at column509, the Skillcentre Training Agency is making encouraging progress towards its objective of cost-recovery, primarily by improving efficiency and by increasing the relevance and flexibility of its training provision.

The extent to which STA will need to call upon the subvention of £24 million in 1984–85 will become clearer as the year progresses, and particularly in light of the review of progress by the Manpower Services Commission in the autumn.
