§ Sir Keith JosephI am not aware that any LEA, as a matter of policy, waives income that it is eligible to receive in respect of off-the-job training for the youth training scheme. The Department does not possess the detailed information required to judge the extent to which individual schemes may be cross-subsidised in the way suggested.
