§ Mr. Lathamasked the Secretary of State for the Environment whether he has given advice to local authority associations about circumstances in which local authorities exclude contractors from tender lists for political reasons and not on account of the quality or performance of any work carried out for those local authorities.
§ Mr. WaldegraveLocal authorities were advised in circular 15/83 not to place restrictions on the employment of a person solely on ideological grounds or on grounds unrelated to competitiveness or competence to carry out the work or supply the goods required. Copies of the circular were sent to the local authority associations.
