asked the Minister for the Civil Service what assessment he has made of the effects on morale and motivation of the Government's proposals to reduce the size of the Civil Service.

Manpower cuts in any organisation inevitably affect morale but both the Government and their civil servants have a duty to ensure that taxpayers' money is not spent doing expensively tasks which can be done more economically, nor on work which does not need to be done by the Government at all, however well such work may be being done. That is the reason why we are reducing the size of the Civil Service. In the long term I think that a civil service that can see that it is providing the best possible value to the taxpayer will have both high morale and strong motivation.
