asked the Secretary of State for Social Services what is the perinatal mortality rate per 1,000 total birth for the past five years for which statistics are available for (a) North Staffordshire district health authority, (b) West Midlands regional health authority and (c) the United Kingdom.

Mr. Kenneth Clarke

Two police officers attended a course at the NHS training and studies Centre from 25 to 27 November 1983 as students at the request and at the expense of the Commissioner of Police of the Metropolis. The topic discussed was the management of change in organisations and I understand the Commissioner wished his officers to benefit from the advice of Professor Beckhart, who is an internationally recognised expert in this field.
