Friend the Secretary of State for Education and Science authorised 13W the publication of this booklet within his Department's publications budget on a matter of public interest. The booklet gives taxpayers and ratepayers, including employers, the opportunity to judge for themselves one important aspect of the performance of pupils, on the evidence of a national survey financed from public funds.
