§ Mr. Hargreavesasked the Lord Privy Seal if he will propose to the House the permanent introduction of the experimental procedure used in Session 1979–80 which limited speeches on second reading of major bills to 10 minutes between 7 pm and 9 pm.
§ Mr. BiffenI anticipate that this is a matter which might come within the terms of reference of the proposed Procedure Committee. I hope that the appropriate motion can be tabled very shortly.
