asked the Secretary of State for Transport if he will introduce legislation to require motorists involved in an accident in which damage is caused to another vehicle or to property to report it to his or her insurance company.

No. My right hon. Friend intends to introduce legislation to implement the second EC directive on motor insurance after seeking the views of insurers and representative bodies on the practicalities involved. Present compulsory insurance requirements will be extended to liability for property damage, and we expect to place on insurers obligations similar to those which already apply in cases of personal injury. An insurer would then have to meet a judgment against his policyholder, even though the policyholder had failed to report the accident to him.
