§ The Prime MinisterSome legislation containing discriminatory provisions has been repealed following adoption of Security Council Resolution 435 in 1978, but 561W the ethnically based system of local government in Namibia means that racial discrimination still affects certain aspects of life in the territory. The United Nations plan for Namibia, embodied in Security Council resolution 435, and the constitutional principles agreed amongst the parties in July 1982, provide for repeal of the remaining discriminatory laws and for freedom from racial or ethnic discrimination in an independent Namibia.
