It is essentially for employers to identify and plan to meet their own skill training requirements. My right hon. Friend and I do, however, receive regular evidence about the extent of current or anticipated shortages in skill supply. The Manpower Services Commission's proposals for a new strategy for adult training, published in November, are aimed specifically at bringing its own programmes into line with market needs, including training in new technologies.
