asked the Secretary of State for Transport what is the estimate for the cost savings predicted on the completion of the M25 motorway.

The planning and development of the different sections of this road have taken place over a considerable period, during which our system of cost-benefit analysis has undergone progressive stages of improvement. As a result it is not easy to aggregate the benefits of the various sections to a common base, although it is certain that very substantial time and cost savings for the road's users will result in each section. If my hon. Friend has a particular stretch of the M25 in mind perhaps he would write to me.
