asked the Secretary of State for Foreign and Commonwealth Affairs if, in the light of recent unrest in Kowloon, he will urgently seek a full investigation into whether Taiwanese elements were involved in fomenting unrest; and if he will make a statement.

Mr. Luce

This is a matter for the Hong Kong Government, who have sent Her Majesty's Government a full report. This indicates that the disturbances in Kowloon on the evening of 13 January were caused largely by unruly youths taking advantage of a protest by taxi drivers against proposed increases in registration tax and licence fees for taxis. It also indicates that no politically motivated elements, including Taiwanese, were directly involved.
