This indicates that the disturbances in Kowloon528W on the evening of 13 January were caused largely by unruly youths taking advantage of a protest by taxi drivers against proposed increases in registration tax and licence fees for taxis. It also indicates that no politically motivated elements, including Taiwanese, were directly involved.
