§ Mr. RifkindAgreement has been reached on the main issues under United Nations Security Council Resolution 435 and we look for early implementation of the United Nations plan. In practice, further progress depends on resolution of outstanding regional security problems. The prospect of a disengagement of South African forces on the Angola-Namibian border may offer an opportunity for the resumption of negotiations. We are in close touch with the Secretary-General and our Western partners and remain ready to help in any way we can.
