§ The Prime MinisterThe general principle is that Ministers must order their affairs so that no conflict arises between their private interests and their public duties. The background to this guidance and its historical development were described in a memorandum submitted to the Royal Commission on standards of conduct in public life by the then Secretary of the Cabinet in March 1975, of which there is a copy in the Library.
