Mr. Tony Banks

asked the Secretary of State for the Environment which London boroughs will be construed for the purposes of clause 2(5) of the Rates Bill, as inner London boroughs.

The term "inner London borough" is defined by section 1 of the London Government Act 1963. The following 12 authorities will therefore be construed as inner London boroughs for the purposes of clause 2(5):

  • Camden
  • Greenwich
  • Hackney
  • Hammersmith and Fulham
  • Islington
  • Kensington and Chelsea
  • Lambeth
  • Lewisham
  • Southwark
  • Tower Hamlets
  • Wandsworth
  • Westminster

asked the Secretary of State for the Environment why clause 2(5) of the Rates Bill does not distinguish between central inner London boroughs and non-central inner London boroughs.

The definition of classes in clause 2(5) is in accordance with the usual practice in relation to legislation on local authority finance and rates. The classes group those authorities with the same mix of service responsibilities.
