Dr. Owen

asked the Secretary of State for Social Services how the latest health and personal social services budget breaks down into (a) hospital and community health services, doctors' and dentists' pay, (b) hospital and community health services, nurses' pay, (c) hospital and community health services, ancillaries' pay, (d) hospital and community health services, other expenditure, (e) family practitioner services, (f) personal and social services expenditure, (g) all capital expenditure and (h) other health services expenditure.

Information on budgets is not held centrally in the detail requested and expenditure is not analysed in quite that form. One breakdown of expenditure in 1982–83 from accounts and returns submitted by health and local authorities in England is as follows:

  1. 1. The expenses of the Dental Estimates Board and Prescription Pricing Authority have been excluded from the health authority figures.
  2. 2. There is an element of estimation in the local authority personal social services figures as a few returns have not yet been received.
  3. 3. Other hospital and community health service current expenditure includes the ambulance, blood transfusion, mass radiography, headquarters (including FPS) administration and joint finance.

asked the Secretary of State for Social Services how much the average hospital nurse's income has risen since 1979.

Mr. Kenneth Clarke

The average pay of all NHS nursing and midwifery staff has increased by 79 per cent. since March 1979, based on the cost of settlements as estimated at the time of agreement.

asked the Secretary of State for Social Services what percentage of the normal hourly rate nursing staff receive for overtime work.

Time and one half on weekdays and Saturdays (other than public holidays); double time on Sundays and public holidays.

asked the Secretary of State for Social Services what is the latest figure for the percentage of hospital nursing staff receiving allowances for shift working.

The following are the estimated percentages of all nursing staff who were paid for performing each type of duty shown, at any time between April and September 1983. All nursing staff are eligible for such payments except those in senior management grades.
