asked the Secretary of State for the Environment, pursuant to the reply on 9 December 1983, Official Report, c. 209, if he will list the poundage benefit to each inner London borough due to the London rate equalisation scheme in 1983–84 and show the estimated effect on the average rate bills of each borough because of the scheme.

Each inner London borough, with the exceptions of the City of London and the City of Westminster, benefits by 11.8p in rate poundage terms from the operation of the London rate equalisation scheme in 1983–84. The estimated effect on the average domestic rate bill of each recipient authority is as follows:

The City of London and the City of Westminster are the sole contributors to the scheme; their domestic ratepayers are protected from its effects by enhanced domestic rate relief of 35.5p and 26.2p respectively.
