Mr. Bowen Wells

asked the Secretary of State for Social Services what is the total expenditure on health care in East Hertfordshire district in 1982–83 if 70 per cent. of the expenditure on the ambulance service and family practitioner centre is apportioned to the other Hertfordshire districts; what is the resulting expenditure per head; how it compares with the national average; and if he will make it his practice to use these figures in all future discussions and correspondence about East Hertfordshire district health authority expenditure.

[pursuant to his reply, 15 December 1983, c. 581.]: The figures below set out NHS expenditure in East Hertfordshire district in 1982–83:

If 70 per cent. of b and c is excluded the resulting expenditure per person resident in East Hertfordshire in 1982–83 was £147.18. This includes £8.16 per head spent by North West Thames Regional Health Authority on services for East Hertfordshire residents. NHS expenditure per person in England in 1982–83 was £240.69. These figures are not comparable because the East Hertfordshire figure fails to take into account variations in the age and sex structure of the population, relative mortality and patient flows between health districts. In particular, in 1982–83 about half of patients from East Hertfordshire received treatment at facilities not managed by East Hertfordshire health authority.
