asked the Secretary of State for the Environment what action he proposes to take in the light of the recent High Court ruling that he is under a duly to make regulations concerning the amendment to the Greater London development plan.

Appropriate regulations have been made and will be laid before the House tomorrow. Nevertheless, I consider the Greater London council's proposals for amending the Greater London development plan to be a wasteful extravagance in view of the Government's declared intention to introduce new planning arrangements for London following the abolition of the council. I intend therefore to seek the approval of the House to the inclusion in legislation, to be introduced in this Session, of a power enabling me to defer consideration of such proposals.
