[pursuant to his reply, 19 December 1983, c.20]: The Inland Revenue has responsibility for collecting national insurance contributions on behalf of the Department of Health and Social Security and this involves checking compliance and investigating failures. The Department also makes use of national insurance numbers as reference numbers in the PAYE system.
