Mr. Austin Mitchell

asked the Secretary of State for the Environment what was the total estimated rate burden on (a) industry and commerce and (b) manufacturing industry in the latest year for which figures are available.

Mr. Waldegrave

Based on local authorities' budgets and information on rateable values, rates paid by industry—including public utilities—and commerce in England in 1983–84 are estimated at £5 billion. Rates paid on "factories, mills and other premises of a similar character" in England are estimated for the same year at £1.2 billion.

Mr. Hill

asked the Secretary of State for the Environment what proportion of those on the electoral roll who pay rates pay rates in full with no subsidy or rebate.

Mr. Waldegrave

The estimated proportion of those on the electoral roll who are householders and who receive no assistance with their rate bills from supplementary or housing benefits is about 35 per cent.
