asked the Secretary of State for Education and Science what guidance he has given to local education authorities about keeping open unfilled places in infant schools and junior schools against the possibility of a future increase in pupil rolls.

Advice on securing substantial educational and financial benefits by removing surplus school places from use is set out in circular 2/81. The national target is the removal of two out of every five of those places which will become surplus by 1986; the circular makes it clear that this allows for the eventual upturn in pupil numbers and the wide variety of local circumstances.
