Mr. Henderson

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government have decided to accept the invitation they have received from the Salvadorean Government to send official observers to the forthcoming presidential elections in El Salvador.

Mr. Whitney

Yes. Sir James Swaffield and Dr. David Browning have agreed to take on the appointment as official observers. We have full confidence in their integrity and objectivity, and have made clear to them that they are expected to reach their own conclusions in the light of their experience in El Salvador. The arrangements for the observers are expected to be substantially the same as those made in 1982.

At this stage the observers are expected to confine their report to the first round of elections on 25 March. A copy will be placed in the Library of the House.
