asked the Secretary of State for the Environment if he will reconsider his decision not to allow the Kingston upon Hull city council to raise the finance necessary to refurbish the Yorkshire Development Group maisonettes in Hull.

There has been no such decision. The general limit of a local authority's borrowing for housing capital expenditure is set by its annual housing investment programme allocation. Subject to certain specific consents for particular capital projects, which the city council has not sought in respect of works to its Yorkshire Development Group maisonettes, it is for the local authority to determine its own priorities for housing investment within the total resources, including capital receipts, that it has available.
